Frequently asked questions

What is SMC?

The platform where an organisation keeps its map of entities and contacts, its strategic plans for institutional relations and the record of every activity.

What has happened with Real Decreto-ley 21/2026?

The plenary of Congress rejected its ratification on 16 September 2026 by 179 votes against, 155 in favour and 12 abstentions, and the repeal was published in the BOE on 18 September, so the obligations it set out no longer apply.

If the law has lapsed, why keep a record of contacts?

Because being able to evidence who met whom, when and on what matter is good practice in the legitimate exercise of influence, with or without a law. It serves you before your board, before a client, in an internal audit and before public opinion, and it is what allows you to explain an engagement rather than merely list it.

Which practices from the lapsed text are still advisable?

Three of the four building blocks it rested on still stand: publicity of meetings, codes of conduct and a legislative footprint. None of them requires a law in order to be put in place, and all of them strengthen the position of an organisation that works with the public administration.

Will there be national regulation again?

It is reasonable to expect so. The professional sector called for talks to resume immediately after the vote, most neighbouring countries have a mandatory register and the European Union has had one since 2011. The content of the lapsed text gives plenty of clues as to where a future law would go.

Does it work for the autonomous communities and for the European Union?

Yes. Several autonomous communities already have their own rules and registers, and the European Union Transparency Register has been running since 2011. SMC records every activity with its institution and geographical scope, so a single file serves the different levels.

Where does the data stay?

The organisation decides who has access to the platform and who may enter it. SMC neither publishes nor sends the information to any register, and the Vinces team only accesses it with prior consent, for service maintenance purposes.

Who builds and maintains the tool?

The Vinces technology team. We have spent ten years deploying it in organisations that work with the public administration, and that is precisely what allows us to adapt it when sector practice or the regulatory framework changes.

How does it fit with your internal code of conduct?

The tool hosts corporate documentation such as your own methodology, protocols and code of conduct in the same place where the team logs activity, so that the rules are within reach of whoever handles the engagement rather than sitting in a shared folder.

Does SMC replace Vinces' advisory work?

No. SMC is the system of record and analysis for institutional relations. Engagement strategy, the legitimacy methodology and the tailoring of codes of conduct are delivered as consultancy services.
