Carlos Carnero

Senior Advisor

After a long career in national and European politics, Carlos Carnero has joined Vinces as a Senior Advisor to provide strategic counsel on political, regulatory, and social issues, with a particular focus on the European context.

Carlos has extensive experience in the European Union and public service; as a Member of the European Parliament (1994–2009), representing the Spanish Socialist Workers’ Party, he was a member of the convention that drafted the European Constitution, as well as the Committees on Foreign Affairs, Constitutional Affairs, International Trade, and Development, and served as the Socialist spokesperson in the Euro-Mediterranean Parliamentary Assembly; in addition, at the national level, he served as a member of the Madrid Regional Assembly, where he chaired the Study Commission for the Recovery and Promotion of Economic and Social Activity in the Community of Madrid and served as the Socialist Group’s spokesperson on economic affairs.

He has also served as Spain’s ambassador on a special mission for projects related to European integration, as a member of the Community of Madrid’s Advisory Council on European Affairs, as a member of the executive committee of the Party of European Socialists, and as managing director of the Alternativas Foundation.

He is currently a member of the Advisory Board of the Elcano Royal Institute and teaches at academic institutions such as CEU San Pablo University (Master’s program on the EU) and the Diplomatic School (course on the EU).
