With more than 25 years of professional experience, he has built his career in the institutional, political, academic, and consulting sectors, specializing in public policy, innovation, regulation, legislative processes, and public-private partnerships.

From 2019 to 2026, he served as a member of the Congress of Deputies representing Zaragoza, where he served as spokesperson for the Committee on Science, Innovation, and Universities and as a member of the Committees on Industry and Tourism and on Foreign Affairs. Previously, he served as a city councilmember for the City of Zaragoza and as a representative in the Aragon Regional Parliament. He has also worked as a consultant on European funding for R&D&I, internationalization, and foreign trade. Since 2018, he has been a professor at ESIC University, where he teaches Civil Law and Data Compliance. His career spans experience at the national, regional, and local levels.

Education:

• He holds a bachelor’s degree in law and a master’s degree in logistics from the University of Zaragoza.
• Ph.D. candidate in the Sociology of Public Policy at the University of Zaragoza.
• He has completed the “Driving Government Performance ” program at the Harvard Kennedy School of Government and the Leadership in Public Management Program at IESE.
