Carlos Romero Duplá has headed Vinces’ Brussels office since March 2024 and has been a partner since 2026.

Since then, he has spearheaded a period of growth and internationalization for the office, expanding its activities with European and international companies and organizations and strengthening Vinces’ standing with European Union institutions. He has expanded the firm’s network of institutional relationships in Brussels with business associations and leading organizations in the European ecosystem, and from there he promotes the integration of the European dimension into Vinces’ strategic consulting.

A State Attorney since 2001, he spent more than twenty years building his career in the Spanish public sector and at European institutions. From 2013 to 2024, he served as Advisor for Digital Transformation at the Permanent Representation of Spain to the European Union, where he participated in the negotiation of key regulations within the European digital regulatory framework: telecommunications, cybersecurity, data, digital platforms, and artificial intelligence. During Spain’s Presidency of the Council of the EU in 2023, he led the Council’s technical team in negotiating the European Artificial Intelligence Regulation (AI Act), including its final phase with the Parliament and the Commission. Previously, he served as Deputy Director General for Information Society Content and Secretary General of Red.es from 2006 to 2012.
