Carlos has been, since March 2024, the Director of the Vinces Brussels office, providing thereon his extensive experience when it comes to European regulatory affairs.
Prior, from 2013 to 2024, he was the Digital Transformation Attaché at the Permanent Representation of Spain to the European Union, based in Brussels, having been involved in the adoption of the key regulations approved in the digital field during the past decade (telecommunications, cybersecurity, data and platforms) and leading, during the Spanish Presidency of the Council, the negotiation on the Artificial Intelligence Regulation.
From 2012 to 2013, he was Deputy Director-General of Content for the Information Society of the Secretary of State for Telecommunications and for the Information Society of the Ministry of Industry, Energy and Tourism, where he implemented the Spanish Strategy to support digital content.
State Attorney since 2001, he held positions in the State Attorney’s Offices in Vizcaya, before the National Court and in the Ministry of Industry, Tourism and Trade. Between 2006 and 2012, he was General Secretary and Secretary of the Board of the Public Business Entity Red.es.
Academic background

- 1996-2001: Prepared for the public service examination for admission to the Corps of State Attorneys (State Bar Association).
Teaching activity
- Since the beginning of his professional activity, he has been intensely involved in teaching and what stands out most is the fact that he took part in many training courses for civil servants and other public professionals.
- Professor of the Master in Telecommunications Law at the Universidad Carlos III.
- From 2004 up to 2010 he assisted candidates who were preparing for the public service examination with a view to joining the Corps of State Attorneys (State Bar Association); he led their training both when it came to the theoretical aspect, as well as in the preparation of the practical cases which had to be successfully carried out in order to be admitted.
