Jorge Villarino joined Vinces in 2015 and has been a partner at the firm since 2020 and has served as CEO since May 2025.

Villarino began his career heading the Regulation Department and, in 2017, took over as head of the Energy, Industry, and Sustainability Division, leading a team that for nearly eight years advised domestic and international companies in sectors ranging from petrochemicals and natural gas to renewables, cogeneration, and biomass, as well as in sectors such as agri-food, insurance, and audiovisual media. He has also supported international companies and funds in their investment processes in Spain, guiding them in their interactions with the political, regulatory, and social environments. Since May 2025, he has been directing the implementation of the company’s Strategic Plan.

A legal counsel to the Spanish Parliament currently on leave of absence, he began his career in the Senate in 2004, where he served as director of International Relations —leading, between 2007 and 2011, the advisory team for the Spanish delegations to the Parliamentary Assembly of the Council of Europe and the European Security and Defense Assembly—and later served as director of Budgets and Procurement. In 2012, he was appointed Director of International Relations for the Congress of Deputies, a position he held until joining Vinces. His doctoral dissertation, on privacy in the cloud computing environment, received the 2017 Annual Research Award from the Google Chair on Privacy, Society, and Innovation.
