Jorge Villarino

Jorge is the CEO of Vinces (Lawyer of the Courts on leave of absence).

Before joining Vinces, he worked for more than a decade in the Spanish Parliament, holding the following positions:

  • Director of International Relations, Spanish Congress of Deputies (February 2012–December 2014)
  • Director of Budgets and Procurement at the General Secretariat of the Spanish Senate (April 2011–February 2012)
  • Acting Technical Director of Infrastructure for the Spanish Senate (April 2011–February 2012)
  • Director of International Relations, Spanish Senate (October 2007–April 2011)
  • Acting Director of Internal Government of the Spanish Senate (May 2007–October 2007)
  • Acting Director of Economic Affairs of the Spanish Senate (April 2006–December 2006)

His international experience includes:

  • Secretary of the Spanish Delegation to the Parliamentary Assembly of the Council of Europe.
  • Secretary of the Spanish Delegation to the Parliamentary Assembly of the Western European Union/European Security and Defense Assembly.
  • Contributor as an expert to the European Union’s TAIEX Program.
  • Contributor as an expert to the OECD’s SIGMA Program.

He has been a professor of Legislative Affairs at IE Business School (recognized for teaching excellence) and currently teaches Introduction to International Relations at Villanueva University Center and Digital Law at Francisco de Vitoria University.

Education

  • Doctor of Law from Abat-Oliba CEU University in Barcelona with a doctoral thesis on privacy in the cloud computing environment. The thesis received the Annual Research Award from the Google Chair on Privacy, Society, and Innovation (2017).
  • Bachelor of Laws from the University of Zaragoza.
