He lived in Santiago, Chile, for seven years, working at the Basque-Chilean Foundation for Development, and coordinated Latin American operations for a firm specializing in the mining sector. In 2001, he joined the Basque Government\u2019s foreign affairs division as director of Development Cooperation and later as director of Foreign Affairs, where he was responsible for the Basque Country\u2019s First Foreign Affairs Strategy, the opening of Basque delegations in Argentina, Chile, Venezuela, Mexico, and the United States, and the development of institutional relations in Asia.
